The European Union is an economic and political union of states, located primarily in the continent of Europe. Copyright law among the countries of the European Union is largely governed by laws at the national level, but is frequently affected by the process of harmonization across the EU. Directives on copyright have been passed by the EU as a whole, and require enactment at the national legislative level. Negotiations at international fora such as WIPO are also often co-ordinated at the EU level.
